Low Water Pressure at CTF

On Sunday night the CIC received reports from men detained in the Correctional Treatment Facility (CTF) that they did not have access to running water to shower or flush toilets. The CIC reached out to DC Department of Corrections (DOC) who informed the CIC that CTF is experiencing low water pressure. While they are working on repairs, they are also moving detained persons from more-affected areas to less-affected areas of the facility. They said that there is access to water for showers, toilet flushing, and drinking.

Volunteers of America Chesapeake RRC Inspection Report - October 25, 2018

Volunteers of America Chesapeake Residential Re-Entry Center is located in Baltimore, MD. On September 20, 2017, the CIC conducted an onsite inspection of VofA Chesapeake and it has collected other information between the onsite inspection and submission of a draft report to BOP. The BOP Response is published in toto along with the CIC report, here. The BOP response directly addresses CIC recommendations and contains updated facility information.

CIC visit to USP Hazelton

FCC Victorville Holding ICE Detainees

On June 8, 2018, 1,000 Immigration and Customs Enforcement (ICE) detainees arrived at the Federal Correctional Complex (FCC) Victorville. As of July 3, 2018, there have been confirmations of 11 scabies and 2 chickenpox cases within the detainee population. The staff of the facilities have raised concerns surrounding understaffing before the arrival of the ICE detainees including medical staff. FCC Victorville staff has recently expressed safety concerns due to the increased population.

SMU moving to AUSP Thomson

On Wednesday, June 6, the Federal Bureau of Prisons (BOP) announced the activation of Administrative United States Penitentiary (AUSP) Thomson as a high-security prison. As a part of the activation, BOP will move the Special Management Unit (SMU) from USP Lewisburg to AUSP Thomson. The BOP expects to fully activate AUSP Thomson by the end of 2019.

As of March 31, 2018, DC incarcerated residents made up 10% of the population at USP Lewisburg, while under 5% of the total BOP population.

Maintaining community ties is one way to improve conditions of confinement and successful reentry for justice-involved individuals.
