The District of Columbia Corrections Information Council (CIC) conducted an inspection of Rivers CF on July 9 - 10th, 2019. Rivers Correctional Facility (Rivers CF) is a low security private contract facility for adult males located in northeastern North Carolina, 212 miles away from Washington, DC. At the time of the CIC site visit, there were 1,347 inmates incarcerated at the facility, including 212 DC Code offenders.

This inspection report includes concerns by DC inmates regarding ongoing tension with ICE detainees, limited programming options, and restrictive movement that resembles a high security facilty rather than a low security facility.
