The Federal Bureau of Prisons contracted with Core DC LLC to operate a residential reentry center (RRC or "halfway house") in the District, with 300 beds and up to 125 spaces for home confinement. The new facility is projected to be operational March 1, 2019. The Washington Post has reported that the identified location of the new halfway house is 3400 New York Ave, NE, in Ward 5.
Some concerns have been expressed regarding the location, particularly regarding access to public transportation and community services. Congresswoman Eleanor Holmes Norton has written a public letter to the awarded company, with request for response in 30 days, asking how it might address the problem of poor Metro and bus access at 3400 New York Ave NE. The Congresswoman, the CIC, and other District leaders implore the BOP and Core DC LLC to provide information on how they will address transportation and other challenges of halfway house operations prior to March 1.
