The District of Columbia Corrections Information Council (CIC) conducted an inspection of FCI McDowell on December 12th and 13th, 2018. FCI McDowell is a medium-security federal prison for male offenders located in Welch, WV, approximately 352 miles from DC. As of December 2018, there were 117 men convicted of DC Code offenses at FCI McDowell.
The inspection report includes concerns expressed by DC inmates regarding frequent lockdowns, staff discrimination against inmates, and water quality concerns. The BOP’s response to the 2018 inspection is included at the end of the report.
