Eric Spencer, Program Analyst

Eric Spencer is an Administrative Program Analyst for the DC Corrections Information Council (CIC). He is responsible for conducting inspections at Department of Corrections and Bureau of Prisons correctional facilities, and compiling the data and composing reports on conditions of confinement and programming provided to DC Code offenders. He routinely updates tracking systems used to assess and analyze agency recommendations. He also researches best practices in other jurisdictions related to incarceration, rehabilitation, and reentry to inform and update internal agency standards, metrics, and protocols.

Prior to joining the CIC, Eric served as a paralegal and administrative assistant within the Office of the Attorney General for the State of Maryland, where he provided dedicated support to the Maryland Department of Housing and Community Development. His responsibilities included drafting documents and correspondence related to housing and community development initiatives. In addition to assisting with legal and regulatory matters, Eric managed key administrative functions, including the procurement of goods and services essential to the department’s operations.

Eric obtained his Bachelor of Science in Business Administration (Finance) from West Virginia University and received his paralegal certification from Georgetown University School of Continuing Studies.
