Throughout the 2020 fiscal year, the District of Columbia was impacted by the COVID-19 pandemic. The CIC was unable to conduct normal on-site inspections of DOC facilities due to health and safety concerns, but CIC was still able to communicate with residents via written correspondences, and phone calls and emails from families. In fiscal year 2021, the CIC was able to perform an on-site visit and talk with staff and residents about conditions and their experiences both at work and in custody, respectively. Following the site visit, CIC conducted its onsite inspection of CDF on May 4, 2021, and CCB on May 5, 2021.
