Volunteers of America (VOA) is a Residential Reentry Center (RRC) located in Baltimore, Maryland, which houses incarcerated individuals transitioning from prison to regular life. VOA is a private entity that contracts with the Bureau of Prisons. The facility is approximately 43 miles from Washington, DC. The DC Corrections Information Council (CIC) conducted an in-person site visit on April 8, 2025. The reports below contain CIC findings and recommendations.
