This is the CIC's annual inspection report on conditions of confinement at DC Department of Corrections (DOC) in Fiscal Year 2017. The DOC assumed operations of the Correctional Treatment Facility (CTF) on February 1, 2017; and the CIC inspected CTF on June 22-23, 2017. The CIC inspected the Central Detention Facility (CDF, or "DC Jail") on September 26-27, 2017.

This report was originally published on January 8, 2018, and an updated version was published on January 30, 2018, after receipt of requested information from DOC on January 19, 2018. Additional updates were made February 14, 2018, after additional clarification of information from DOC.

UPDATE - On March 7, 2018, the DOC delivered its written response to CIC. This written response is also published here. 

The CIC thanks the staff and leadership of the DOC for facilitating these inspections and other visits to the DOC facilities during FY 2017.
