Rivers Correctional Institution (Rivers CI) is a privately operated, low security, males-only prison located in Winton, NC. Rivers CI is owned and operated by The GEO Group, Inc., and is under contract with the Federal Bureau of Prisons to hold those incarcerated for conviction of DC Criminal Code offenses, as well as federal inmates and immigration detainees. As of June 30, 2017, Rivers CI held 291 men convicted of DC Criminal Code offenses.

The CIC conducted onsite inspections of Rivers CI on September 26 to 27, 2013, and September 25, 2014. In May through July 2016, the CIC collected comprehensive surveys from DC inmates at Rivers CI concerning various aspects of the facility.
